Infinite Loop Trying to Order Broadband

My wife and I are moving shortly.

  As part of the move I have been trying to order broadband through Time Warner Cable(TWC) so that it is ready by the time we arrive at our new place of residence.  TWC is not my first choice, but it is the only broadband that I can currently find that provides a super fast connection. 

The problem that I am encountering is that the previous resident, who moved almost 2 months ago, is still a TWC subscriber at our new address.  Therefore, for some strange reason, I cannot order any services from TWC where we are moving until the previous resident disconnects their service for the address.  TWC was also unable to contact them to tell them to disconnect the service.  Therefore, I am in an infinite loop;

I can't order broadband without the previous resident disconnecting service, the previous resident cannot be contacted, and the service representatives are no help in coming up with a solution.

Thoughts?
